UAE e-invoicing for SMEs: deadlines, who must comply, your TIN and Peppol ID, onboarding an ASP, penalties and a checklist, all from official sources.
UAE e-invoicing replaces PDF and paper invoices between businesses with structured PINT AE e-invoices, exchanged over the Peppol network by Accredited Service Providers (ASPs) and reported to the Federal Tax Authority (FTA). It applies to any business operating in the UAE, whether or not it's registered for VAT. For SMEs with revenue under AED 50 million, e-invoicing becomes mandatory from 1 July 2027, and the deadline to appoint an ASP is 31 March 2027.
To prepare, get your Tax Identification Number (TIN), appoint an ASP from the Ministry of Finance (MoF) register, onboard in the FTA's EmaraTax portal, and make sure your accounting system can produce PINT AE data.
How we wrote this guide. We read the MoF's Electronic Invoicing Guidelines (version 2.0, 26 October 2026), the ministerial and cabinet decisions behind them, and the MoF register of ASPs. Every source is linked at the end. Octate creates PINT AE e-invoices in its own system and isn't on the MoF register of ASPs, so this guide doesn't recommend a provider. Facts last verified: 2 November 2026.
Key Dates
The MoF phases the mandate in by revenue. The go-live dates:
- From 1 July 2026: Pilot Programme & Voluntary Adoption (Voluntary)
- Mandatory from 1 January 2027: Phase 1 — Large Taxpayers (Revenue ≥ AED 50M)
- Mandatory from 1 July 2027: Phase 2 — All Other Businesses (Revenue < AED 50M)
- Mandatory from 1 October 2027: Phase 3 — Government Entities (Government)
Each group must also appoint an ASP before it goes live. The Guidelines set these deadlines:
- Revenue ≥ AED 50M: appoint an ASP by 30 October 2026
- Revenue < AED 50M: appoint an ASP by 31 March 2027
- Government: appoint an ASP by 31 March 2027
The deadline for large businesses has passed. For most SMEs, the date to plan around is 31 March 2027.
Three Things Older Guides Get Wrong
The rules changed in 2026, so check any guide you read against these points:
- 14 business days, not 14 days. Ministerial Decision No. 197 of 2026 changed the time limit for issuing an e-invoice or e-credit note from 14 days to 14 business days.
- Penalties come from Cabinet Decision No. 173 of 2026, which repealed Cabinet Decision No. 106 of 2025. Amounts quoted from the old decision may be out of date.
- VAT registration doesn't decide who's in scope. The Guidelines say e-invoicing applies to any person conducting business in the UAE regardless of VAT registration status, unless the transaction is excluded.
Who Must Comply
- In scope: any person conducting business in the UAE, under Ministerial Decision No. 243 of 2025, whether or not it's registered for VAT.
- Business-to-consumer (B2C) sales: outside the system until the Minister decides otherwise, under Ministerial Decision No. 244 of 2025.
- Excluded transactions: sovereign government activities, airline tickets, airway bills (for 24 months), and exempt or zero-rated financial services. Ministerial Decision No. 197 of 2026 adds transactions between members of the same Tax Group, for 24 months from 1 January 2027.
- Your phase: revenue of AED 50 million or more puts you in Phase 1; below that, Phase 2.
- New businesses: once e-invoicing is mandatory for them, a newly established business must appoint an ASP and finish onboarding before it issues its first invoice.
- Your customers' readiness: the Guidelines say a customer's onboarding or tax registration status doesn't change your obligations.
Your TIN and Peppol Participant ID
Every business on the network has a Peppol participant identifier, which is how one ASP finds another's customer. In the UAE it's built from your Tax Identification Number (TIN):
- Your TIN is the first 10 digits of your 15-digit Tax Registration Number (TRN). The MoF's mandatory fields document refers to your Corporate Tax TRN; if your VAT and Corporate Tax profiles show different TINs, the Guidelines suggest asking the FTA.
- No TRN? A business in scope that isn't required to register for any tax must register with the FTA to get a TIN.
- Tax Groups: each member uses the first 10 digits of its own TRN, not the representative member's.
- Your participant ID is 0235 followed by your TIN, and you get it when you onboard with your ASP.
For example, a business with the TRN 100123456700003 would have the TIN 1001234567 and the participant ID 0235:1001234567. These numbers are made up.
Collect the same details from your customers: their TIN or participant ID is what lets your ASP deliver each invoice.
What Counts as an E-Invoice
An e-invoice is structured data in the PINT AE format: the UAE billing specification published by OpenPeppol, at version 1.0.4 when we checked. Our guide to what PINT AE is covers the 51 mandatory fields. The MoF lists PDF, Word, image, scanned and emailed invoices as not e-invoices.
When your buyer isn't on e-invoicing yet, you still issue the e-invoice, using a placeholder address set in the Guidelines (0235:9900000098). You also give the buyer a regular tax invoice, such as a PDF. Exports to buyers without a Peppol ID use a different placeholder (0235:9900000099). Expect to run both formats for a while.
Two rules change your routine:
- Timing: an e-invoice or e-credit note must be issued within 14 business days.
- Records: e-invoices and e-credit notes must be kept for the period set by the Tax Procedures Law. The Guidelines give 5 years (7 for real estate records), plus up to 4 more years during a dispute or audit.
Eight Scenarios with Extra Requirements
The Guidelines list eight scenarios with their own mandatory fields or issuing rules. Check which apply to you before you test:
- Free zone: where the customer is a free-zone entity, the e-invoice records the beneficiary as well as the customer. If you hold stock in a free zone, our warehouse management software guide covers the VAT records too.
- Deemed supply: for example, gifts above the threshold or private use of business assets.
- Margin scheme: such as a used car sold under the profit margin scheme.
- Summary invoices: several supplies to one customer on a single invoice.
- Continuous supplies: retainers, instalments and milestone billing.
- Agent billing: a disclosed agent invoicing for a principal.
- E-commerce: sales through a website or marketplace, where the supplier stays responsible for the e-invoice.
- Exports: goods or services sold to customers outside the UAE.
One invoice can combine several scenarios, and then it must meet the requirements of each.
How the Exchange Works: The Five-Corner Model
The MoF calls the UAE model Decentralized Continuous Transaction Control and Exchange (DCTCE). Its Guidelines describe five corners:
- Supplier: you create the invoice in your accounting system or ERP.
- Supplier's ASP: checks the invoice and sends it over the Peppol network.
- Buyer's ASP: receives it.
- Buyer: gets it in their own system.
- The FTA: receives the tax data from each invoice.
Because both sides need an ASP, your largest buyers will be setting up at the same time. Talk to them early. For the full flow, step by step, see how UAE e-invoicing works.
How to Appoint and Onboard an ASP
Only providers on the MoF register can act as your ASP. The register listed 84 providers on 2 November 2026. Some accounting and ERP vendors are on it, including Tally Software Solutions FZCO, Zoho Software Trading LLC, Focus Softnet and SAP Middle East & North Africa LLC, so if you already use one of them, ask what its e-invoicing service costs and how it's set up. Octate isn't on the register.
The Guidelines describe onboarding in this order:
- Choose your ASP from the register and sign its contract.
- Start onboarding in EmaraTax. Your account admin opens the E-INVOICING tile, selects the ASP and clicks "Proceed to ASP". Your business starts this step, not the ASP.
- Finish on the ASP's portal and get your Peppol participant ID.
- Test sending and receiving e-invoices, and the reporting to the FTA.
- Go live on your phase's date.
You use one ASP for all your e-invoicing. In a Tax Group, each member onboards separately and may choose a different ASP.
Questions to ask any ASP:
- How does it connect to your accounting system: a built-in integration, an API or file uploads?
- How will it confirm that each invoice was delivered and reported?
- What does it charge: per invoice, per month or per year?
- How quickly can you resend an invoice that failed?
- Does it handle credit notes and the scenarios above that apply to you?
- Where is your data hosted, how is it secured, and how do you get it back if you switch?
- What happens if its service goes down? The Guidelines expect the ASP to tell you and the FTA, then send pending invoices once it recovers.
What Your Accounting System Must Do
The ASP moves the invoice, but your own system still has to produce it. Check that it can:
- Create PINT AE data with every mandatory field from the sales order, delivery or manual entry, not from a PDF.
- Apply the right VAT treatment on every line.
- Store each customer's TIN or participant ID and, for free-zone customers, the beneficiary.
- Issue e-credit notes against the original invoice.
- Show you the delivery status of each invoice.
- Keep the records for the required period.
Octate creates PINT AE e-invoices from sales orders, delivery notes or manual entries, in the same ledger as your sales and VAT, so journals, customer balances and tax reports update when an invoice is issued. See UAE e-invoicing and accounting and VAT, or how it fits as ERP software in the UAE.
What Changes Day to Day
- Sales invoices: your ASP checks each invoice before sending it, so a wrong TRN or a missing field shows up when you send, not weeks later in a dispute. Fixing customer records before go-live saves that rework.
- Credit notes: returns, discounts and price corrections become e-credit notes, with the same 14-business-day limit and their own penalty, so they need the same discipline as invoices.
- Supplier invoices: your ASP receives the e-invoices that suppliers in scope send you, so your team can match them to purchase orders and goods receipts instead of re-keying PDFs.
- Month-end close: add a check that every invoice and credit note issued in the month was delivered, and chase the ones that weren't before you file your VAT return. Our month-end close checklist includes these steps.
- Customer conversations: large customers will ask for your participant ID and for test invoices. Put one person in charge of those requests.
Should You Join the Pilot?
The pilot runs from 1 July 2026: Selected businesses join an invited pilot, while any company can opt in voluntarily to test the system ahead of the mandatory deadlines. Joining early gives you time to test PINT AE invoices with your ASP and a few large customers before your go-live date. Cabinet Decision No. 173 of 2026 includes an exemption for businesses that adopt voluntarily; read its terms before you rely on it.
Penalties
Cabinet Decision No. 173 of 2026 sets the penalties for e-invoicing violations. The main ones:
- Not implementing e-invoicing or not appointing an ASP on time: AED 5,000, then AED 5,000 for each month or part of a month, up to AED 50,000 in any 12 consecutive months.
- Not issuing an e-invoice or e-credit note: AED 100 for each one, up to AED 5,000 per calendar month.
- Not telling your ASP when your data changes: AED 250 per day, up to AED 5,000 per month.
A worked example: a business that fails to issue 30 e-invoices in a month faces 30 × AED 100 = AED 3,000. At 80 missed e-invoices, the rate would add up to AED 8,000, but the cap limits it to AED 5,000 for that calendar month.
A Checklist, Working Back from Your ASP Deadline
Start Now
- Confirm your phase. Check your revenue against AED 50 million and note your ASP deadline (31 March 2027 for most SMEs) and your go-live date.
- Get your TIN. Take the first 10 digits of your TRN, or register with the FTA if you have no TRN.
- List what you invoice: tax invoices, credit notes, exports, and any B2C sales, which stay outside e-invoicing for now. Mark which of the eight scenarios apply.
- Ask your current vendor in writing whether your accounting system produces PINT AE data, and from which release.
Choose Your ASP
- Shortlist ASPs from the MoF register and send each one the questions above.
- Clean your master data: customers' legal names, addresses, TRNs and TINs, and the VAT treatment of every item.
- Tell your buyers you're moving to e-invoicing, and collect their TIN or participant ID.
Before Your ASP Deadline
- Sign with your ASP and onboard in EmaraTax.
- Get your Peppol participant ID from your ASP.
Before Go-Live
- Test with your ASP, ideally on real invoices to a few large customers. The pilot is open for this.
- Set a routine for failed invoices, so nothing misses the 14-business-day limit.
- Train your finance team and update your month-end close and VAT return steps.
Quick Answers
When is the e-invoicing deadline for SMEs in the UAE? Businesses with revenue under AED 50 million must appoint an ASP by 31 March 2027, and e-invoicing becomes mandatory from 1 July 2027.
Is e-invoicing mandatory for small businesses in the UAE? Yes, in phases, whether or not the business is registered for VAT, unless the transaction is excluded.
Do businesses without a TRN need to do anything? Yes. A business in scope that isn't registered for any tax must register with the FTA to get a TIN before it onboards with an ASP.
Do free-zone companies need e-invoicing? Yes. Free-zone supplies are one of the eight scenarios in the Guidelines, with extra fields such as the beneficiary's details.
Is a PDF invoice still valid after go-live? Not as an e-invoice. The MoF lists PDF, Word, scanned and emailed invoices as not e-invoices. But when the buyer hasn't adopted e-invoicing, its Guidelines require a regular tax invoice, such as a PDF, alongside the e-invoice.
Is there a UAE e-invoice template? No Word or PDF template counts as an e-invoice. An e-invoice is PINT AE data that your accounting system or ERP generates. The MoF publishes the mandatory fields, and OpenPeppol publishes the specification.
Where is the official UAE e-invoicing guidelines PDF? On the MoF website: UAE Electronic Invoicing Guidelines, version 2.0.
Can I keep my current accounting software? Yes, if it can produce PINT AE data with every mandatory field and connect to your ASP. Ask your vendor in writing.
What happens if my ASP's service goes down? The Guidelines expect the ASP to tell you and the FTA, then send pending invoices once it recovers.
What is PINT AE? The UAE's e-invoice format: OpenPeppol's PINT billing specification adapted for the UAE, exchanged over the Peppol network.
What is Peppol in the UAE? The network the UAE uses to exchange e-invoices between ASPs. OpenPeppol, which runs Peppol, publishes the PINT AE specification those invoices follow.
What is an ASP? An Accredited Service Provider: a company on the MoF register that exchanges e-invoices for businesses over Peppol as part of the UAE's five-corner model.
Do retail (B2C) sales need e-invoices? Not yet. B2C transactions stay outside the system until the Minister decides otherwise.
How can UAE businesses automate e-invoicing compliance? Issue invoices from an accounting system or ERP that builds PINT AE data from each sales order, then appoint an ASP from the MoF register to exchange them over Peppol and report the tax data to the FTA.
